OMNNI Associates provided design services to the Wisconsin Department of Transportation for the replacement of the existing two-lane College Avenue Bridge over the Fox River with a new four-lane bridge and reconstruction of the approaches. Design services were also provided to the City of Appleton for reconstruction of College Avenue east and west of the bridge replacement project. The portion east of the bridge approaches goes through Lawrence University and a historic neighborhood.


As part of the project, OMNNI has been responsible for coordinating the roadway design with many different parties involved in the work including:
- WisDOT, NE Region, responsible for management of the project;
- WisDOT Central Office, responsible for design of the new bridge; Transportation Environmental Management, responsible for project environmental documentation, including historical & archeological investigation & approvals;
- City of Appleton, responsible for approvals of local roadway design;
- The College Avenue Design Committee, responsible for recommending design concepts and aesthetics and forwarding recommendations to the Appleton City Council.
In addition, OMNNI’s staff developed alternate bridge and roadway alignments and worked closely with WisDOT, the environmental consultant, the City of Appleton and the design committee to determine which options best fit the needs of the community with the least amount of impact to the surroundings, including evaluation of impacts to historical properties. Responsibilities also included developing renderings depicting different option for aesthetic treatments for the new bridge.
The College/John/Walter intersection is just east of the bridge approaches and experiences significant traffic delays and has a high amount of crashes. The intersection is being redesigned with a multi-lane roundabout.
OMNNI is providing construction administration services during construction of the new bridge which began in August and is scheduled for completion in November 2009.
