Comprehensive Plan
City of Evansville, Rock County, Wisconsin

The City of Evansville’s Comprehensive Plan was developed to address the City’s rapid growth rate and desire to maintain its “small-town” charm.

The City facilitated a public planning process that included regular meetings, special events, a community-wide survey and an interactive internet web site. Evansville’s progressive planning program was lead by a volunteer group called the Evansville Smart Growth Plan Committee (SGPC) which took on the task of drafting this plan document with technical assistance provided by OMNNI Associates.

In addition to the standard nine planning elements, five “central” themes were identified:

  1. Balance the desire for continued growth with the desire to maintain the City’s small town atmosphere.
  2. Design new residential development to be more attractive to people who want to live in an urban rather than rural setting.
  3. Improve mobility and accessibility options available within a comprehensive transportation network.
  4. Provide areas for and create a climate to encourage new service/retail/office commercial and light industrial development.
  5. Provide abundant recreational choices for residents of all ages with varying interest and desires.

The plan was Adopted in 2005 and received the 2006 Planning Document (Small Jurisdiction) Award from the Wisconsin Chapter of the American Planning Association.

Comprehensive Plan
Town of Buchanan, Outagamie County, Wisconsin

OMNNI was hired by the Town to draft a Comprehensive Plan, which focused on preserving existing natural and cultural resources for the enjoyment of future generations. Buchanan possesses a diverse mix of land uses including intensive commercial and residential development in the southwest contrasted by a rural, agricultural landscape to the east.

One of the challenges faced by the Town during the plan process was developing a strategy to preserve its boundaries. The Town abuts the Cities of Appleton and Kaukauna and the Villages of Kimberly and Combined Locks. Significant portions of the Town have been lost to annexation during recent decades. OMNNI worked with the Town to develop a land use plan that established transitional residential districts to serve as intermediary boundaries between the rural land uses in the east and the more urban development patterns to the west.

Key issues addressed in the plan included:

  • Preservation of town boundaries
  • Maintaining a sense of identity
  • Preservation of rural character
  • Protection of natural resources
  • Residential and commercial development
  • Pedestrian and bicycle access

The plan was adopted in 2007.

Multi-jurisdiction Comprehensive Plan,
Kewaunee Communities
(Village of Casco and Towns of Carlton, Casco, Lincoln, Montpelier, and West Kewaunee),
Kewaunee County, Wisconsin

Kewaunee County was awarded a General Planning Grant in 2004. Six communities in the county hired OMNNI Associates to lead their multi-jurisdiction Comprehensive Plan process. Under the coordinated planning process, OMNNI worked with the communities to develop a Smart Growth plan. Upon completion of the process, each community received a Joint Plan as well as individual Future Land Use Plans crafted to meet their unique local needs.

Key issues addressed in the plan included:

  • Intergovernmental cooperation
  • Preservation of rural character
  • Protection of natural resources
  • Connectivity and access to existing multi-use trails
  • Concentrated Animal Feeding Operations (CAFOs)
  • Economic development

The plan was adopted in 2006.
